It is never repaired with cement by a pro, it is mortar.
If it is cement, you need to dig out the cement, because mortar is better for any smokestacks than cement ever is.
All you do is mix it, dab it in any hole, and smooth it over with 5" of a 3/4 × 36" dowel.
Also make sure you have a CO Detector.
