In order to separate the water spray there should be a small knob on your faucet which can direct the shower head to on or off.

In any case the water path to your tub spout is blocked by something.

If you have one of the older Moen faucets they have a push button in the backing plate behind the spout to activate the diverter. I think they look classier than the pull-up knob on the spout. The mechanism in those disintegrates over time and can partially block the waterway resulting in the condition you describe. These are relatively easy to replace.
