As a home treatment they say cutting aluminum foil helps some.
Do you have fabric stores near you? They once had scissors sharpening clinics on specific days tho its infrequent. You might want to ask the staff there.
There are professional companies that do this -our medical office would send out medical surgical scissors to be sharpened.

I take my items to a local knife and scissor shop for sharpening. Back in the day, fabric stores used to bring in a service for a reduced fee several times a year, but I don't know of any stores that do that any more.
Most fabric stores have a scissor sharpener occasionally come into the store.
As long as the sheers are regular blades (not pinking) and do not have burrs from being used improperly, you can do them yourself with a reputable brand of home sharpener. I have found the Accusharp/Shearsharp tool easy to use and effective. The same brand also has a knife sharpener.
You can try cutting through several layers of aluminum foil repeatedly or thru a folded in half ( 2 layers ) piece of sandpaper or even repeatedly cutting through steel wool.
Cut through some fine grit sandpaper. 220 grit or finer.
I've tried the tin foil method as well as sand paper, but if you are using them to cut really fine, sheer fabric, I suggest that you get them professionally sharpened. Your time and money invested in your fabrics and projects are well worth the cost.
