Shoegoo will repair soles that are peeling, but usually the problem is that the shoes are due for replacement

As shoes age, the adhesive dries out no longer adhering between the different materials properly. There are glues available to DIY, but if your shoe is in otherwise good repair and is your "can't live without them" pair, take them down to the shoe-smith and have them repaired. You may want to consider having them resoled considering the condition of the soles as well. I had some that the innersole peeled loose, but I loved those open heels!

If it is the tops, you may have to rub them down and re-colour or cover them with glued fabric?

You have shoes that probably look like leather, and they have a coating on them that is not leather. The outer coating is peeling because the material is not what it is suppose to be. You could use petroleum jelly, and see if that helps.
