If it is particle board, you can gently sand it, us drywall compound to fill in any divots, and paint it.
I will assume this is a wood exterior door. If the frame is still sound, you can probably reinforce the bottom with an appropriate sized board (seal)
and then cover the lower portion with sheet steel.
