The nursing home I worked for as a maintenance man had styrofoam sills on all their windows. They also got damaged from weather, birds, etc. Never new that because they looked like concrete or stone. We just filled them with mortar mix and used a paint brush to stipple the texture. Of course the color was off so we had the painters paint the sills.
I'd try a stucco patch compound, and likely you'll have to paint the trim over.
