Is it the window caulk?
Lynn, using white out tape for this purpose does not seem to me to be a suitable solution. What kind of "sealer" you have needs to be established first. Could you post a picture of the sealer that has been used, showing where around the window it is? That way more Hometalkers would be able to answer your question specific to your needs and situation.
Most silicone sealer is not paintable. If that is the case you will need to remove it and replace with a different caulk. Most caulk is paintable. If you don't know, try painting a little and see if the paint sticks.
You did say it's a new window. Unless your brother-in-law installed the window there should be some kind of warranty on the installation.
The less than two-year-old clear caulk between my granite backsplash and kitchen wall discolored/ yellowed. I painted the discolored clear caulk the wall color and was pleased with the result.
