You need to install a door sweep. I like the screw on type.

If you are asking about the bottom of doors to the outside, roll up a good sized bath towel and snug it up to the bottom of the door. At big box diy stores you can get draft stoppers...tubes with either foam in them, or other sand like filling. In a pinch, I have used painters tape to cover gaps.
Make a "draft Dodger" filled with sand or polar fleece wrapped tighly in a roll. You can use wool, polyester, etc. to make a "roll" about 6" wide and as long as your door framing.
You can buy these, pre-made, to fit both sides of your door.
You'll also need a new bottom weather strip for your door, to further reduce drafts.
These can be purchased at home centers, for your door's bottom width.
