Can you use pallets to make an outside fence

I I want to get a pool but my city requires a fence and I cannot afford a chain link and I was wondering if pallets set side-by-side would work as a fence

Debra, the pallet wood can be pickets, but you are still going to need fence posts that are set into the ground and some lumber to tie the posts together and give a place to nail your pickets. If you don't have posts, it will constantly blow down or fall over giving no protection for your pool.
Most ordinances require a 6 ft fence for homes with pools. What is the ordinance in your city?
