Depending on the weight of your sheers you could use plastic PVC pipe hung with brackets.
You can purchase flexible rods at most any store that sells curtain supplies.

Get some heavy gauge wire from a hardware or country store. It comes in a roll and you can buy it by the foot. I have used it to make hooked anchors for cemetery plant hold downs and it works well. I don't remember the gauge I bought but remember with wire, the smaller the number the larger the diameter of the wire. The reason I recommend this wire is because it comes in a coil so it saves spending a lot of time making the arch. If you want to create your own arch, for a narrow window, you can use a brazing rod from a welding shop. It comes in straight lengths of about 30".
PVC pipe works great and it will bend as long as you get a thinner one. Good luck
