You don’t glue it, you starch it in place. If you can get the old fashioned powdered starch it worked the best.
Liquid starch will work better. Soak the curtain in liquid starch, wring out well, apply to window and sponge smooth. Will just peel off to remove.
Hello, I would consider liquid starch, elmers white glue or mod podge.

If you google window clings you will find several listings for plastic material, that clings to the window, reuse, remove it, change it anytime you like, Many nice designs.
