Hi Lo, you can make a solid wood one covered with fabric, as per attached video, or you can use a curtain rod and make a fabric no sew valence which will allow you to change the color and fabric as you like

Lowe’s has a styrofoam kit that works great. My sunroom has beautiful fabric covered styrofoam cornices. Used straight pins with large heads. No glue
