Inside curtains work wonderfully.
Hang full length curtains at just the top of your window or if you have trim at the top of your trim. And just to the outside of them. A lot of people hang their curtains high and wide to get their windows to look bigger, so think the opposite. Once your curtains are hung use a cornice board just to the outside and slightly higher than the curtains. This will further drop the size of the actual window. The cornice board should be at least 24" in width. You can make them out of fabric, wood, foam, I have even seen some made out of metal. You can google it or go onto Pinterest for ideas. HTH
In addition to previous suggestions: Choose a solid color drapery fabric that matches your wall color. Alternately, choose a fabric with a very small design that blends closely to your wall color. Then choose brighter colors for your throw pillows and accessories to draw your eye away from the windows.
