If you want to go really inexpensive, I cut a piece of foam board (instead of the wood) and then look for a beautiful fabric shower curtain on sale (and with the colors you are looking for). I then pin them all around the foam board and it looks awesome, and it's light weight, so its easy to install.
Hi Liz, You can use anything to make a valance. Fabric is usually stapled on top of a board with batting. But you could also create a valance with lattice.
