The dresser I painted is sticky. How can I fix that?

I painted a wood double dresser a couple of years ago, with black gloss (I think) paint. I finished it with polycrylic satin, and it is sticky. The items I have on the top of the dresser stick to it! I sanded it between coats, but for some reason it is sticky. How can I fix it without stripping it. It is in a very small space and hard to move.

    I will watch for comments because the paint on my white railing that I painted about 10 years ago can be scraped off with the flick of a thumbnail! I need to redo the banister, but I think I m going to just put in a pony wall. It is only a short 3' section at the back of the bookcases from the den.
