I was thinking of decoupage the tray and maybe pink legs? Any thoughts or ideas?

Depends on what you are going to use it for. It would be lovely if you used it in the front foyer. Spray frame with one of those metal sprays out of a can you can pick up at the big box stores. We have used copper and it comes out stunning. I love the Pewter too! Then lightly sand and refinish the top. A great place to put a small plant, a basket to hold keys and gloves for a quick exit to work, a larger basket on the shelf to hold your umbrella, scarf, etc. or any number of items. Since it is vintage, it could be used anywhere.
