Have you tried using an outdoor epoxy such as the one by Gorilla glue?
Rather than just trying out any epoxy/glue, you need to find out what material/composition the ball's surface coat is made of as well as your mosaic pieces. Then google which glue will bond the two materials. Bowling balls are 'surface covered' in different materials, resin, urethane, even ceramic. Check out your vintage or manufacuter. I used E6000 with pennies on the bowling ball. Then I painted clear coat covering them.
Mosaic bowling balls are beautiful, but I don't have the time or patience. I have been painting critters on my bowling balls for about 10 years like lady bugs, spiders, dragon flies, frogs, turtles. I have also done cats, dogs and raccoons. I clear coat them with 1 1/2 cans of clear enamel. I also don't put them in the sun and bring them in in the winter since I live in Texas. Critters aren't outside in the winter anyway. Have fun!
If you scratch up the surface with sandpaper, the best adhesive I know is two part epoxy. You can also buy a two-part epoxy putty (Magic Sculpt is my favorite brand.)

I have made two penny bowling balls and used E6000 as previously mentioned,
worked GREAT! They have stood up to zero in winter & 105 in summer and never lost a penny (even though one of them was a 2 year old's favorite toy! She pushed it around the yard all summer long!)

I have a friend who uses GE Clear Silicone II to glue glass gems on bowling balls.
It comes in a calk like tube. The label says it is "sun-proof, freeze -proof and 30 minute
