Try Restoration Hardware - they might have it. You can also trying googling the photo - you have to post the photo first and then google the photo. Lots of luck!

There's a shop in Dover Delaware that features only brass. I don't remember its name, but try googling brass fixtures
Are there 6 hooks total? I can't tell from the picture. Another option would be to buy 2 matching vintage hooks (there are thousands on ebay) and use them as the hooks, on either side, at the top of the tree. They could be a bit smaller for hats This isn't a perfect solution but I doubt anyone would even notice. I've had to do this with drawer pulls on vintage pieces, and it just gives the piece some interest.
My idea would be the same as Karen H. remove one and get two in another pattern but similar style to replace.
Make it look as if it was meant to be that way.
