They look like candleholders, why not light this ares with candles?

Buy small fake cactus at the Dollar Tree and place in the open tops. Glue in might be a good idea. You can add outdoor string lighting for a bright idea. Happy crafting!
Why not hang on an exterior wall in the sun and then add solar stake lights to the candle holders as one of your comments suggested...in between hang small to medium planter pots filled with plants that drape and flower. Flowers by day...light fixture by night. I would spray paint it with Rustoleum paint to control any rust from previous use outdoors.
Oh, I just love it! I would play up how the scrolls under each candle holder looks like the stem and leaves under a flower. So maybe make some kind of flowers to sit in the candle cups? Then I would use the space between the front and back to maybe plant something that needs to be contained, like mint plants. I would probably lighten up the metal by painting it a green or aqua. So much potential for creativity! Have fun!
you could get some solar lights that are small enough to fit in the candle holders and fasten it to your house if you have a deck

That piece would be inside my home in a minute as a crown headboard mounted high on the wall. I'd use sheets or fabric draped from inside and possibly tied back to reveal head of bed. Lights as others have suggested, oh, yes!
If you hang outside, depending on the circumference of the candle holder...you could put the solar lights found at walmart in it. Take the stake off and insert the head into the candle holder. It will light up at night and make an ideal focal point on a wall in a pergola or gazebo...definitely paint it...you may want to stick with the bronze or antique gold...maybe even an off white would be nice. A soft butter yellow would be divine! I am inclined to move it indoors as well as M Webb suggested. Her idea about the bed crown is marvey!
