Have you tried Bar Keepera friend? It will remove scratches from white dishes and may be able to whiten your tub?

Easy Off No Fume Oven Cleaner in the BLUE can. Spray it on, let it foam and sit for a while. Rinse away. Also works on fiberglass.

Maybe Comet or Ajax? We get soap scumb all the time and it works. Like Heidi said, Bar Keepers Friend would probably work too.

If it is a cast iron /porcelain tub you will probably have to get it processionally refinished...once the finish on the porcelain is scratched to the point that it is no longer shiny or slick, nothing you put on it will fix it, it's been pitted thru years of wear, hard water, abrasive cleansers.
