If your ground is level and it looks like it is, I would do this. Put up four posts at least 4" by 4" on the four sides. Put plywood on the three sides and paint, hang some plants on it, cover with pretty lattice work, etc.
On the fourth side away from the common area, make a door so you can access the unit for maintenance. I would put a small padlock on it to keep out the wee ones but it will give you access, look nicer, and keep a lot of sound out, esp' if you put the walls about 12" higher than the units.

We also have an in the ground pool. At Lowe's we purchased a Vinyl lattice fence that goes around the pump and plumbing. You can reach over or walk in the back. It is folding and put away in the Fall. If we hadn't of seen it, we were going to build our own solution. Similiar only, stable with a bench around it. They probably sell a lot nicer now!! Good Luck!

If you want to dampen the sound more, once you build the enclosure, line the inside with foam insulation panels. They will help absorb the sound and since they are foam they should stand up to the elements.
I don't know where you are but we have these sound proofing fences in Oz. If you used the smaller retaining wall version it could be a solution or you could cut one to size. I imagine there are similar products worldwide.
I will definitely look into it. It was suggested that we change pool pump for quieter one which is expensive so sound proofing fence my be more affordable. Thanks!!
