To permanently remove it, I use a two-prong approach: pull, use weed eradicator on leaves. Do not get on other plants.

mix a bucket of round up. Put on a pair of rubber gloves, then put on a pair of cotton gloves. Dip your hands in the round up mix and then rub generously over each thistle plant, getting it all wet. This will allow you to cover it without killing anything around it, and allows it to kill the plant down to the roots.
