You can try using a heat resistant marine epoxy from Loctite.
Could you use some form of wire tie/zip tie? Make a small slit in the flip flop to wind it around the strap or base of the FF?
When in doubt; Gorilla Glue. Gorilla makes several kinds including a super strong epoxy. Not too badly priced either. I always have some on hand =)
I would go with the epoxy . I live in the South and that's the only thing that can withstand the heat and humidity .
Epoxy is the only glue to use.

Glue is not the answer. The best way to hold the flip flop together is to use floral wire. You turn the flip flops over and use the nubs on the bottom of each flip flop. You wire around one of the nubs at the toe. Then you wire the flip flop floral wire through a wire wreath and then through one of the nubs at the back of the flip flop. This seems to work the best. I don't believe there is any glue that will keep the flip flops from falling off. I hope this works for you.
Floor/Deck adhesive. The flip flops need to have a outer rubber skin coat. Otherwise if attached to the inner foam they're susceptible to tearing off the mounting board (or whatever you're using.) The deck adhesive is available at Lowe's or Home Depot in tubes that fit a caulk gun. Be careful not to get any on your fingers unless you don't mind wearing it a while.

Why don't you just a wooden planck and screw the flipflops on it? then hide the screws with you lovely flowers?
MAC glue ... I live in southwest Texas , so gets really hot here too. I have an artist friend that used this glue on her windows to add some decorative glass designs and not only did it work wonderfully, it's been a couple of yrs later now, and it has never yellowed And is crystal clear ! (not to be confused with Mac cosmetics glue) :)
Liquid nails would be my go to answer.
I LIVE IN TEXAS AND I USED LIQUID NAILS ON MY FRONT DOOR TO HANG SOME THINGS , BEEN THERE ABOUT 15 YEARS NOW.
You can also use a pipe cleaner, chenele stem. Put a little dab of glue on the back and cut the stem to the size you need and ,let it dry and tie it to the back
What ever you glue you look at be sure to read the label well. Not all glues are foam or rubber friendly. My husband found out the hard way when gluing in a blue tooth ear piece in his motorcycle helmet 1/2 way through a long trip and it dissolved the protection foam inside the helmet and glued the sunshade in the open position.

At the dollar store i found this stuff called SHOE GLUE . It comes in assorted colors and clear. It works great . I use it on all kinds of materials. It expands and contracts depending on the weather. It is also water resistance.
I'm working on mine right now. From the pic on Pinterest, they make a slit about 5/8" into the flip-flop. Remove the strap from the flip flop you are attaching it to and slip it through the slit and reattach it to the flip-flop. For holding unusual objects together, use E6000 glue found at Walmart.
