    I would say it gets too hot for them, where you live. Try lantanas. They may even survive your winter.

    Check the local mail order catalogue to see if they will grow in your area first; if so, they usually aren't too fussy about the soil type. Extreme heat would require that they have a shady area to grow [or they may wilt & become unsightly or die]; severe winters may require you to offer the plants protection with a mulch, [like straw] to protect them.
