I've read that a salt border will keep them from spreading. But the only sure way I know of is to vigilantly snip off the shoots at ground level in order to weaken their root system. Best of luck!!
cut the shoots short. Cover with black plastic. new shoots will not grow. Eventually the roots will die. It may take at least a year. Or You could make a lawn area there and continually mow down the shoots.
