Depending on the Tile ? is is Ceramic type? or is it like linoleum ? I would first scrub good with Dawn Dish Soap in Hot water, then follow with a Good rinse of water that you have added about a cup of White Vinegar. Open windows, Let air dry.. Have a Fan blowing on it for several days if possible.. and then if the Dogs pee on it again, scrub it up quickly , and spray with a special spray recomended by your Vet to keep them away from that area.. or use the Puppy pee pads on the Floor ... Good Luck..

Recently I have used a product called Nature's Miracle. I purchase it on Amazon. It worked perfectly for me, as far as, removing the stains and odor. Just follow the directions to the letter and you will be happy! Whatever you try, I hope it works well for you because it drove me crazy (smell) every day... until I finally found something that worked on my puppies "accidents".
