You would have to wash the mildew off. Have a clean and dry surface to paint.
Removal of as much of the interior paint. Before repainting is advisable. By scrapping, sanding, or stripping.
I have EXTERIOR 'mildew resistant' paint with mildew. Sometimes, nature wins.
