You could make one using a picture frame, flip flops, or even a pool noodle shaped into a wreath and wrapped in fabric.
I've made several tulle wreaths. They're easy and so cute.

You can get some adorable $1 items; like buckets, umbrellas, tins at The Dollar stores. You can wrap scraps of fabrics or tie strips of fabric around a styrofoam circle form and then hang it with pretty ribbon. Pinterest!! ;)
