First apply paper towels and a heavy object on top to draw the milk up.Then apply white vinegar and top it with baking soda,this will create a foam.Leave on long enough again.Repeat the paper towel process,and see if there is still an odor.If there is you will have to steam clean out the rest.
By now, it has dried. My son says to use damp cloths or towels first, including under the rug. Also make sure the floor underneath has not been damaged. If all of the milk has not been absorbed by the towels, neutralize the milk with white vinegar and water. Absorb again. The next step is as #JanetPizaro suggests. White vinegar and baking soda, into a foam, absorb. You may have to do the last step several times. Do NOT use an iron on your rug to dry it or get it back into shape until you believe the rug is clean and completely dry. Best wishes for you efforts.
