Hi Michelle, what about bungee cords hooked together around them all? I don't know how many you have but if they're filled they should be heavy enough not to blow over. On garbage day simply unhook one of the bungee cords and roll to the curb. If they still seem unsteady you could hook a large hook to your house and connect the bungee cords to hook to keep them more stable.
