Is the plant in full sun? At any given time was it pruned?
I would also like to know the answer as I have one also.
Sometimes fertilizers can give you lots of foliage and no flowers. Lay off the fertilizer for awhile. I did something similar to an azalea bush. It took almost two months after fertilizing before I saw flowers.
I would try to prune it seasonally instead of all of the fertilizers and such. sometimes that helps! :)
