the dinette chairs will be easiest to start with. there are MANY you tube videos on this. the other chairs are probably going to take some sewing skills. Unfortunately, that is not something that can be easily explained here.

Would slip covers work? I've bought several slip overs over the years from Sure-Fit. While they aren't cheap, they aren't nearly as expensive as what you've been quoted. They've got a website and you can order catslogs.
Have your tried YouTube you be surprised what folk video to help others.
For your side chairs, looks at some McCall, Simplicity or Butterick home patterns for slipcover patterns. I buy designer fabrics cheap on sale at http://www.fabric.com and there are many outlets that sell end cuts very cheap. I always buy an extra yard or two to make matching pillows, bias trim for piping, and ophs.
