Is it too big to repaint? If not, that would be my suggestion. However, if your question is more about overcoming the bad pain job by using visual tricks, I'd use planters and plants! A nice table and chairs with an umbrella. Bright colors will bring the eye away from the concrete patio. I know they sell outdoor rugs in room sizes made of natural fibers that can also serve to cover up the paint job.

Put down a colorful outdoor carpet.Make colorful planters.lace a gazing ball or a garden structure.Hang a wind chime,Use led or solar lighting through out.This will all draw the negative attention away.
You could use a sandblasted to get all of the old paint off. the results are great
