It's a very young hydrangea bush, not very big at all. I put it in a vase of water outside until I can figure out how to properly root it!!
In all likelihood, they are getting frost nipped. This has happened in the Northeast-if you don't have a variety like Endless Summer, a frosty spring can kill the buds.

We live in Minnesota, and I always cut down my hydrangeas to about 6-8 inches in the spring. An old master gardener told me that if a plant has to try to "revitalize" old wood, it takes strength away from allowing it to blossom. I have SUCH large blossoms on all mine, so I think he knew what he was talking about!
