Transplanting peonies should be done in the fall.
Like Janet said, it is best to transplant them around September. When you do transplant, dig around the peonies starting about a foot away and trying to break as few roots as possible. When you divide the peonies into sections, make sure each division has about 4 eyes. Cut off soft or bad root spots and allow to air dry before replanting in a well sunned spot.
Best to transplant in the fall. You can totally transplant or just split. Once your Peonies are too large, they can be split into smaller clumps. Since they are bulbs, this can be quite easy, make sure to stretch and separate the leaves down to the earth. Then you can use a small spade or an edger to make the split. Gently lift and make room for them in an alternate spot. You can cut your Peonies right down to the ground in the fall. Good Luck.
What about store bought bulbs or roots in Texas?
Transplant in fall or winter. Peonies do not like to be moved.
