What a cute idea for the garden! How about stapling some fabric to a plywood disc? Make sure you put some sort of cushion or stuffing in there as well so that they are comfy!

Home depot, Menards and Lowes have precut circles. I would paint with outdoor paint, put foam on then a vinyl tablecloth and staple, get the foam as thick as you want. You can get vinyl table cloths from a dollar store. If you have alot to do it might be cheaper to buy a matterss topper from Walmart. If you like red, get a red table cloth and paint a few white circles on it. Screw it down or leave loose to take in for the winter, or bracket screwed to the stump and then screwed to the underside of the seat.
