Early spring
Yup, early spring! You could maybe get away with it now if you haven't yet, though :)
I was told by the rose specialist at my nursery to prune twice a year, on or around February 15th and August 15th. Living in South Florida, our growing season is essentially year-round. In New Jersey your spring pruning might occur later due to winter. Check with your local rose society (West Jersey Rose Society and Jersey Shore Rose Society are the ones I know about) or the American Rose Society for location-specific tips and advice.
Early spring works best for me.
Prune your roses in the fall. You can cut them back quite a bit. They come back in the spring that much better. I use the old rule of thumb, prune in months that have a "R" in the name of the month.
