Is the plant by itself?
Diluted glyphosate kills the plant. Paint the product onto the vine (away from your body and any other plants).

Broadleaf weed killer but if you want to get tough, use Borax laundry soap, about a cup to a gallon of water. It will make the soil acidic so you may loose some grass. But after the creeping charlie/jenny is gone water really well and then replant grass seed. Pull up any strands you can especially after rain. and dispose of them in a bag directly to the trash, One leaf will get it growing again.
There is a nut like ball right at or just below ground level, the roots are attached to that. If you can get that you can get the roots for that one plant, but it still leaves the roots from the mo plant. You need to kill the mother plant. Any bit left will come up again. In my veggie garden I have pulled up lines that are three feet long with plants all along it.
