I would assume someone used mix and pour concrete and smoothed it out. That's what I would use, lol.

Why not get a fake grass sheet, then cut out the black road and sew or glue it in place, use white safe paint, then you can. Roll it up and put it away for wet or not nice days...
concrete and little people doesn't mix well banged up hands and knees, yeah?
Could you try those plastic strips some people put around their flower beds?
Perhaps you could use one of the heavy landscape fabric and secure it to the ground somehow and paint the lines on. If you use rubber or plastic sheeting it may get pretty hot from absorbing the sun and heat on hot days and be very hot on the youngsters hands and knees.
I have 3 nephews/ nieces under the age of 5 , there was even thinking of making it a bigger track for the big wheels and such outdoor toys so they can have fun I can't figure out what the best material would be
I don't know what they used but I do know that is freakin' cool!
