An exterior latex or oil-based paint would do well.
Use rustoleums 2X spray paint ans seal with a clear spray sealer.
You can use any kind of exterior pant. If the pots are terra-cotta you need to seal the inside of the pot using a tile sealer. Then paint, then add a sealer on top of the paint.
Chalk Paint and then put a sealant on them .
