Use fabric softener! Just dampen a sponge with some water and "wet" the sponge with fabric softener --rub in between the wall paper seams and it should start to come off --no fumes too!
You can buy scoring tools, which perforate the wall paper, making it easier for water to seep in, preparing the paper for removal. Some add treatments in the water, like soap, or as one reader advised, fabric softener to soften the paper enough to work with. Once the paper is waterlogged, you can begin stripping it, using a paint stripping tool, or, you can rent a wall paper remover that the pro's use. The pro tool is probably the fastest way to remove wall paper, because it gives off its own steam. Make sure any new wall paper that you hang is "dry strippable." This will save you a lot of headache when you decide to remove it in the future.
I use a spray bottle with a little ammonia added to it. spray down the wall, I don't saturate it. Then I use a putty knife after the water has had time to soak in to gently remove paper. You might have to repeat . I do like the two prior posts.
Make a mixture of water mixed with fabric softener
I sprayed the wall down with vinegar mixed with a little water, wiped it into the wall with a cloth and let it soak in for a few minutes and it peeled off pretty good. I didn't try fabric softener, but I like that idea too.

having just gone through this I can tell you, jokingly, that the easiest way
is to take down the wall!! Haaaha
others answers work! But in any case it is really a pain. Wallcivering can be painted, and that is a viable solution as long as you make sure all seams are securely attached.
