It is not a recommended practice.Later on the paint will create bubbling on the wall paper.
Agreed, not recommended but totally doable as a temporary fix. Be sure to use a primer first.
Depends on where you are painting, I think. We have a walk in pantry off of our kitchen that no one really sees, so we just painted over the wallpaper. However, in refinishing our basement, we did take the wallpaper down to paint. It wasn't fun, but it wasn't as bad as I thought it would be.
Can you? Yeah. But like stated above, probably shouldn't. Just be prepared to deal with the possibility of puckering down the road.
I reccomend against it, removing wallpaper isnt too bad, its a lot scarier than it looks but its best to do before painting.
