Linda, I'm wondering if you could use the garage floor paint that is somewhat textured, to make it less slippery. My first thought of course was a rug, but you've already tried that. I'm still thinking.....
You can add sand to the paint to create some traction and make it less slippery.
Aim for a ratio of four parts paint for every one part sand. Stir well—and keep stirring each and every time you load fresh paint onto the tool you have chosen for the work, be it a brush or a roller.
Once you’ve finished applying the initial coat of paint, allow plenty of time for it to cure. The process ought to take no longer than 24 hours.
Complete the job with a second coat of paint. To a degree, the second coat is going to hide the sand, but you are still likely to notice it, especially with time and once the surface has undergone some wear.
I would use a concrete floor paint. There are several options for colors now and you can find it at Home Depot, Lowes, or Hardware stores.
I know that problem very well. You can place some roof bitume garment, It's a bit hard to place, but as it's not for the roof, you don't have to make it waterproof.
Or, you can use floor paint with sand or thin gravels. But make sure to use "only" floor paint...!!!
personally I would avoid paint, I would use a stain or wood preservative but if you must use paint see if sand can be added for traction
Can you strategically add anti-slip strips or a floor paint with a gritty finish? Installing an outdoor carpet is another option. Also squares of interlocking decking is available to lay over your deck. They can be removed easily for winter snow & ice.
