I think plastic flowers outside are tacky.
If you want color, plant things that have variegated leaves. Some plants and shrubs have yellow and green, others white and green. Some plants have colorful leaves. I love heavenly bamboo (not a true bamboo).
If you can't water much, buy some plants that need little water. In shade? get shade loving plants.
If you want to put artificial plants out, put them out! I have a BLACK thumb. I have killed air Fern. If I really cared and I don't, I would "plant" artificial flowers too but, I'm not a flower or plant person. My perfect yard would be cement. No mowing, just hose it off!
Just stick them anywhere you want. Just keep in mind they will fade and get tattered being exposed to the elements over time.
I'm not sure about using artificial flowers outside. It seems to me that they would fade quickly and get dirty easily. If you just want a temporary pop of color, you could try using them in a hanging basket or a flowerpot on a porch or covered area that is not exposed to the elements quite as much.
I have done this in my flower pots during droughts in my area. I put a variety of them in flower pots. You can put a couple kinds in a pot or in the ground, just make sure the stem is buried deep enough so that it holds into place during wind. You can buy a flower bunch that is ready to go, or you can pull off different flower heads and mix and match them to give each bunch a variety look. As Naomie mentioned they will fade, but mine have lasted the summer and by fall when they were faded, I was ready to pull them anyway.
