Sue, if you clean it really well and then use a spray paint for plastic, I wouldn't think it would peel. I've done it on my wicker furniture before.
If you wash the wicker first...soap and water and a soft bristle brush, then rinse and let dry in the sun completely....the spray paint should stick fine.
My go to paint for things outdoors is Rustolium. It's almost the most durable paint on the market that doesn't go on the floors. And I would take the time to brush it on. It will take longer but last longer, too.

I use an exterior paint and my wicker furniture only needed repainting after about 6 years.
You may have to wipe down the wicker first with a deglosser or The Wicker House is the best site to go to for wicker furniture. She brushes down the wicker with a kitchen scrub brush and spray paints with Rustoleum semi-or gloss. If using white it needs more coats but with color there are fewer coats needed. It is advised to put on a sealer to protect in the outdoors. Enjoy your freshly painted chairs.
