Succulents and moss have shallow roots.
Chia or wheat grass seed will grow on that little soil.
You can use "air plants" using rocks, shells, sand etc. for stability. They do not require watering in the conventional matter. They are spritzed with water using a spray bottle.
You can also plant small succulents such as chick n hens that don't require a deep root bed.
Agree succulents would be best option.
There's a wide variety of air plants available that require zero soil. Also, some succulents would work.
How about one of the ground covers.
This sounds like a pot that is meant for a bonsai.
