Make a solution with white vinegar and baking soda,cream of tartar and lemon juice,plain coke,ketchup,leave on over night and then use a scrub brush to remove the remainder with simple green or formula 409

All great suggestions here any one of them should work. Just curious though. This is your home, why and who told you not to use a pressure washer?
If it is concrete, I would try muratic acid. We lived in Hawaii, where the soil there is red and gets into everything. After I cleaned the sidewalk and stoop with the acid, I laid down and glued to the stoop, some astro-turf indoor/outdoor carpeting. I never had to worry about my floor being red again. The acid isn't that strong, but it did the job--it didn't even harm the grass.
