Are you asking what to place over a wood floor, or concrete? If wood you can purchase interlocking rubber tiles that can be trimmed to size. If concrete I would paint or stain it.
How about pavers? Easy to install and long lasting.
i like to unroll an area rug. it's easy to roll up when not in season and store away so the wood can breath.
I think I would first spray a grass killer inside the gazebo. You could then put down some landscape fabric and a few inches of pea gravel if you are trying to keep the rustic look.
