Cement paint, it comes in a variety of colors and you can also add flakes for texture or use stencils for a unique design.
Staining the concrete would make a huge difference for very little $. Fast and easy.
To update the front of my mothers 1960 ranch, the biggest eyesore were the concrete stairs and walkway. There are several colors to pick from too!
Plants in my area right now are being clearance out. Maybe you can find some cheap shrubs to begin with or post in your neighborhood for some hostas that need thinned out?? Also check out some of the really cool things being done with cinder block furniture or pallets.
once you change the color of the cement, put a couple matching wicker chairs or other matching furniture with a side table or coffee table on an outdoor rug. It will give the appearance of an outdoor living room. Adding a few bright plants in a large pots will also help. I would get rid of that lattice fencing for sure.
You could also have a mat/rug out there to give some color!

You can paint the concrete.
I would be inclined to stencil or paint a design that makes it look like the concrete is a rug. Disguises so many cracks and flaws too.

Think about rearranging the placement of items. Start by moving the grill away from the doors and adding a work table beside it if you do a lot of cooking and entertaining. Use the current area for seating. This doesn't have to be fancy; just find comfortable chairs in a color you like. Think folding sling chairs with a cup holder on the arm and a carrying case, molded plastic (without texture if possible), wire, etc. incorporate your swing chair if you like it. You could enlarge this area with stepping stones on some of the grassy area, which would also give you a space for more seating or a fire pit or a picnic table. The finishing touch are colorful planters that coordinate with the color of the chairs, providing color and greenery.
