My mantel was white and the trim in the room was white. I painted it black and it made all the difference in the world. The mantel really stood out!

Painting the wood will be ok. Tileing over is another thing. You could drywall over brick then tile; or remove brick first.

I think with the White Crown and Trim the White mantle would have a very classic look. Depending on the architectural detail of the mantel you could make what it has Stand out or Add some to make it POP a little.
this is possible, just be sure to sand lightly to remove and stain or gloss, then use a good primer before, like Kilz
